Trusted flaggers: Report illegal content
Overview
Trusted flaggers are official organizations that have been awarded Trusted Flagger status under Article 22 of the Digital Services Act (DSA), by the Digital Services Coordinator of the EU Member State in which they are established. That, because they are experts at spotting harmful and illegal content online. Reports from trusted flaggers are prioritized and processed without undue delay to keep the Viber community safe.
As a Trusted flagger, you can report harmful content found in public Communities and Channels on Viber, and such report will be prioritized and processed without undue delay. You can report a single message, or the whole Community or Channel.
The reporting process
You can submit a report for any content that violates EU law and the Digital Services Act (DSA), including:
- Child Sexual Abuse Material (CSAM) or exploitation
- Terrorist content or violent extremism
- Hate speech or illegal discrimination
- Illegal goods or services
- Non-consensual intimate images (NCII)
- Cyberbullying, harassment, or stalking
- Other illegal content following the DSA taxonomy
For Viber Support to process your report quickly, please provide:
- A clear explanation of why you consider the content to be illegal
- The applicable EU Member State law, where known, or the EU Member State/s in which you consider the content to be illegal
- The exact electronic location of the content, including the Community or Channel invite link and, where available, a direct link or other information identifying the specific message (if you received the report from a member of the Community or Channel, please ask them to provide you with the link)
- A screenshot that shows:
- The message containing the illegal content
- The name of the Community or Channel
- The name of the sender as it appears in the Community or Channel, and their phone number (if available)
- The date and time the message was sent (if the date is not visible in the screenshot, please include it in your report notes)
- The name of the Trusted Flagger organization, its relevant area of expertise, and the name and email address of the person submitting the notice on behalf of the Trusted Flagger
- A statement confirming that the notice is submitted in good faith and that the information provided is accurate and complete
Please do not include personal data that is not necessary for Viber to investigate the report.

- Open Viber on your phone
- Tap on Chats
- Select the Community or Channel you want to report
- Tap the name of the Community or Channel
- Tap Invite
- Tap on the Share button (Android
or iOS
)*
- Tap Copy to add the link to your clipboard
- Paste the link into your report
*If the superadmin disabled members’ ability to share a Community / Channel link, make sure you include the following:
The Community / Channel’s full name and the superadmin / admin / subscriber / member’s phone number.
Desktop
- Open Viber on your desktop
- Select the Channel you want to report
- Click on the Share
button
- Click on the URL to copy the link to your clipboard
- Paste the link into your report
Once you have collected all the details, submit your report through the designated Trusted Flaggers report form.
- Support will acknowledge receipt within 24 hours and and will review it on a priority basis
- Depending on the outcome of the review, Viber may remove or restrict access to the reported content, restrict or block the relevant Community, Channel or account, or decide that no action is required. Viber will communicate its decision regarding the reported content without undue delay
